Encourages the Department of Health to establish a Fetal Alcohol Spectrum Disorder Interagency Coordinating Council within the Family Health Services Division to coordinate information, education, policies, and support services statewide.

Council shall comprise no more than 17 members including individuals with fetal alcohol spectrum disorder or their relatives, representatives from multiple state agencies (Health, Education, Human Services, Judiciary), and private nonprofit groups working with affected individuals.

Council is encouraged to meet quarterly and consider increasing public awareness, expanding capacity to identify at-risk pregnant women, coordinating resources, improving service delivery, and developing a comprehensive statewide system of care.

Council members are requested to serve without compensation, utilizing cost-efficient communication methods such as teleconferencing and videoconferencing when possible.

Council is requested to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2015.
