Urges the Department of Education to partner with private businesses to develop an art outlet program designed to decrease vandalism and encourage healthy artistic expression in communities

Encourages the Department of Education to work with private businesses to obtain art materials including paper, paints, brushes, pens, pencils, canvasses, chalk, and stencils for the program

Directs the Department of Education to provide venues and settings for students to participate in group and individual art projects as alternatives to vandalism

Urges the Department of Education to locate and sponsor guest artists and art mentors to guide student artists who might otherwise engage in vandalism and property damage

Requires certified copies of the resolution be sent to the Superintendent of Education and the Executive Director of the Hawaii State Foundation on Culture and the Arts
