Requests the Department of Transportation to conduct traffic and safety studies on the H-1 Freeway in the Ewa area, specifically examining eastbound traffic (exits 2-21B, 5:00-10:00 a.m.) and westbound traffic (exits 21B-7, 2:30-7:00 p.m.) on weekdays.

Directs DOT to assess the feasibility of adding a shoulder lane on H-1 Freeway from exit 2 to exit 8A as a potential traffic solution.

Requires DOT to conduct traffic and safety studies on Kunia Road (Highway 750) in both directions from 5:00-10:00 a.m. and 3:30-7:00 p.m. on weekdays to develop alternative traffic solutions.

Mandates DOT submit all findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
