Requests the Board of Regents of the University of Hawaii to study the feasibility of separating the University of Hawaii system into three separate systems: University of Hawaii at Manoa, the community colleges, and University of Hawaii-West Oahu/University of Hawaii at Hilo.

Encourages the Board of Regents to hire an independent educational expert to conduct the study.

Requires the Board of Regents to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Proposes that each separated system would have its own board of regents, with University of Hawaii at Manoa becoming financially self-sustaining with limited state funding, while the teaching institutions would continue to receive state support.

Cites University of Hawaii at Manoa's status as a land-grant, sea-grant, and space-grant research institution ranked in the top thirty public universities for federal research funding.
