Requests the Real Estate Commission to review Hawaii Revised Statutes section 514B-123(d)(3), specifically subparagraphs (C) and (D), which govern proxy voting procedures for condominium associations.

Current law allows proxy boxes for voting "[t]o the board as a whole" with votes determined by majority director preference, and voting "[t]o those directors present" with votes shared equally among directors.

Seeks Commission review of the desirability and effect of repealing these two proxy voting options to potentially level the playing field for association members electing board members.

Directs the Real Estate Commission to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Applies to condominiums created in Hawaii after July 1, 2006.
