Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for additional screening services for women with dense breast tissue detected through mammography.

Requires the Auditor's report to include data on cancer detection rates from further screening in cases where standard mammography found no evidence of cancer.

Directs the Auditor to evaluate whether the notification requirement established in Act 5 (Session Laws of Hawaii 2013) should be repealed as part of the impact assessment.

Mandates the Auditor submit findings and recommendations, including any necessary implementing legislation, to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Requires the Insurance Commissioner to transmit the resolution to all health insurers operating in Hawaii that issue health insurance policies.
