Urges all air carriers operating interisland routes in Hawaii to waive baggage fees for each passenger's first checked bag.

Addresses concerns that combined higher airfares, security fees, and baggage charges have made interisland travel prohibitively expensive for Hawaii residents and visitors.

Acknowledges that inter-island flying is the only practical transportation option for residents to visit family, conduct business, and pursue education across the islands.

Directs the Director of Transportation to distribute certified copies of the resolution to all air carriers flying interisland routes in Hawaii.
