Requests the University of Hawaii and Department of Labor and Industrial Relations to conduct a county-by-county review of the State's workforce requirements for professional and paraprofessional elder care partners for the next decade.

Directs both agencies to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2015 Regular Session convening.

Acknowledges Hawaii's older adult population is growing two to three times the national average, creating an urgent need for long-term care and family caregiver support services.

Recognizes existing University of Hawaii programs (including geriatric medicine, nursing, elder law, social work, and the Kapiolani Community College Kupuna Education Center) but notes minimal overall planning has been accomplished.

Requires certified copies of the resolution be transmitted to the Governor, Director of Labor and Industrial Relations, President of the University of Hawaii System, and relevant chancellors.
