Recognizes February 26, 2014, as the 22nd anniversary of the Khojaly tragedy, in which Armenian armed forces and Russian military troops killed more than 600 innocent civilians in the town of Khojaly, Azerbaijan on February 25-26, 1992.

Notes that the attack wounded over 1,000 civilians and captured more than 1,200 civilians, with many bodies found disfigured and mutilated, making it one of the most inhumane battles of the 1988-1994 Nagorno-Karabakh War.

Documents that international organizations like Human Rights Watch, major U.S. and international news organizations, and numerous governments condemned the killings.

References ongoing tensions between Armenia and Azerbaijan, with Armenian forces occupying 20 percent of Azerbaijan's territory including the Nagorno-Karabakh region and surrounding seven districts, condemned by United Nations Security Council and General Assembly resolutions.

Directs transmission of certified copies to the President of the United States, Secretary of State, U.S. Ambassador to Azerbaijan, U.S. Senate President Pro Tempore, House Speaker, and Hawaii's Congressional delegation.
