Urges county councils to enact legislation addressing the conversion of traditional resort hotel rooms into condominiums, condominium hotels, timeshares, or individual vacation units by removing incentives, defining lodging categories, and instituting zoning ordinances.

Documents that Hawaii lost 15 percent of traditional resort hotel rooms between 2000 and 2011 while individual vacation units increased by 821 percent, resulting in a loss of 3,250 hotel jobs and $34,000,000 annually in tax revenue.

Notes that the Ilikai Hotel in Waikiki reduced employment from more than 500 jobs to less than 60 due to conversion of traditional hotel rooms to condominiums and timeshares.

Requests the Department of Business, Economic Development, and Tourism and Hawaii Tourism Authority to provide monthly public reports tracking full-time equivalent job growth and loss and average wages in the visitor industry.

Directs transmission of certified resolution copies to Hawaii's congressional delegation, state tourism officials, county mayors, and county council chairs.
