Request the State Procurement Office to study debarments and suspensions of state contractors over the past ten years and verified guilty felony convictions resulting in debarment or suspension over the past three years.

Study must examine circumstances of debarments and suspensions related to eleven specific factors, including contractor's standards of conduct, cooperation with investigations, remedial measures taken, ethics training, and management's understanding of misconduct.

Assess infrastructure needs required to validate with the Judiciary, Department of Labor and Industrial Relations, Department of Taxation, Department of Commerce and Consumer Affairs, and other applicable agencies whether contractors have committed serious criminal offenses or contract violations warranting debarment or suspension.

Require the State Procurement Office to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2015.

Transmit certified copies of the resolution to the Governor and Chief Procurement Officer.
