Superintendent of Education is requested to convene a task force to address bullying in schools, with the Superintendent serving as chairperson.

Task force membership includes the Attorney General (or designee), one House member (appointed by Speaker), one Senate member (appointed by President), a licensed attorney (appointed by Hawaii State Bar Association), two teachers (appointed by Hawaii State Teachers Association), two parents (appointed by Superintendent), and other interested persons.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the Regular Session of 2015.

Legislative Reference Bureau is requested to assist the task force, with draft report and proposed legislation due to the Bureau by November 1, 2014.

Resolution emphasizes that bullying negatively impacts student learning and safety, noting that children with disabilities are 2-3 times more likely to be bullying victims than non-disabled peers.
