Urges the President of the United States and Congress to support the Government By the People Act to reform campaign financing and restore democratic representation.

Establishes the Freedom from Influence Fund to match small contributions up to $150 at a ratio of 6-to-1 or higher for participating candidates.

Provides a $25 refundable tax credit for individuals making small political contributions to amplify ordinary citizens' participation in campaigns.

Creates enhanced matching funds during the final 60 days of general elections for candidates in high-cost races and establishes "people PACs" to aggregate small donor power.

Requires transmission of certified copies to the President, Senate President Pro Tempore, House Speaker, and Hawaii's congressional delegation.
