Requests the Department of Health to conduct a feasibility study on prohibiting smoking on all of Hawaii's public beaches.

Study must examine the health and environmental effects of smoking on beaches, including adverse impacts from cigarette butt littering and secondhand smoke exposure in outdoor areas.

Study must review what other states are doing to address smoking in outdoor areas, including any enacted legislation and outcomes of beach smoking bans.

Study must explore alternative options to reduce harmful effects of smoking on Hawaii's beaches and coastal environment.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
