Request the Board of Agriculture Chairperson to create an industrial hemp advisory board with 11 members representing agricultural industry, research institutions, law enforcement, University of Hawaii hemp researchers, manufacturing, marketing, and the public.

Advisory board must examine identification of industrial hemp varieties suitable for grain, fiber, or seed production, and feasibility of allowing research institutions to cultivate hemp samples with tetrahydrocannabinol content above 0.3% for developing compliant varieties.

Department of Agriculture must provide administrative, professional, technical, and clerical support to the advisory board.

Advisory board must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Board of Agriculture Chairperson and members.
