Director of Commerce and Consumer Affairs is requested to convene a working group to examine the feasibility of establishing a unified statewide electronic reporting system for pawn shops.

Working group shall include representatives from State Procurement Office, Office of Information Management and Technology, Department of Prosecuting Attorney (Honolulu), law enforcement (one from Oahu and one from neighbor island), pawnbrokers (one from Oahu and one from neighbor island), National Pawnbrokers Association, and Hawaii Pawnbrokers Association.

Department of Commerce and Consumer Affairs shall provide administrative, professional, technical, and clerical support to the working group; members receive no compensation but may be reimbursed for incidental expenses and travel costs.

Working group is exempt from Chapter 92, Hawaii Revised Statutes requirements.

Director is requested to submit report of working group's findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2016.
