Recognizes the ten-year anniversary of the December 26, 2004 Indian Ocean earthquake and tsunami, which killed an estimated 227,898 people and displaced about 1.7 million throughout South Asia and East Africa.

Supports hosting a tenth anniversary commemoration to honor the deceased, recognize first responders, and share disaster coordination practices and lessons learned from the 2004 disaster.

Supports efforts by the Department of Defense, Hawaii State Civil Defense, and other entities to coordinate training exercises, civil defense responses, and emergency management training with Indonesian partners for tsunami preparedness.

Supports implementation of an International Climate Change Resilience Forum at the East-West Center in 2015 to coordinate domestic and international resilience efforts in the Asia-Pacific region.

Directs transmission of certified copies to the President of Indonesia, U.S. Secretary of State, Indonesian ambassadors, the Adjutant General, and Hawaii's Congressional delegation.
