Requests the President of the United States to amend Executive Order 13089 to exempt maintenance and dredging activities in existing small boat and commercial harbors within Hawaii.

Establishes that Hawaii's geographic isolation makes ocean transportation and commercial harbors critical to the state, with 80 percent of goods consumed in Hawaii imported and nearly 99 percent of those goods processed through the commercial harbor system.

Notes that the Department of Transportation and Department of Land and Natural Resources must maintain harbors by dredging and removing coral growth to prevent damage to vessels and maintain safe passage, but compliance with the Coral Reef Conservation Act of 2000 and Executive Order 13089 has become burdensome for the state.

Requires certified copies of the resolution be transmitted to the President, the Bureau of Ocean Energy Management, Hawaii's congressional delegation, the Board of Land and Natural Resources, and the Director of Transportation.
