Urges Congress, Hawaii financial institutions, and Hawaii businesses to adopt legislation, policies, and procedures to use identity theft-resistant credit cards

Notes that credit card data theft increased 50 percent from 2005 to 2010, and malicious programs designed to steal personal information grew from approximately 1,000,000 in 2007 to an estimated 130,000,000 in 2013

References new identity theft-resistant credit card technology with digital internal components that generate a unique credit card number for each transaction using a personal unlocking code

Directs that certified copies of the resolution be transmitted to the President Pro Tempore of the U.S. Senate, Speaker of the U.S. House of Representatives, Hawaii's congressional delegation, and leaders of Hawaii's banking and business associations
