Requests the Hawaii Health Systems Corporation and its five regional boards to submit long-term, multi-biennium plans to reduce operating deficits no later than 20 days before the 2015 and 2016 legislative sessions.

Requires plans to include options for large-, medium-, and small-scale deficit reductions with recommendations for changes to expenditures, revenues, services, and access.

Notes that state subsidies to the Corporation have escalated from $37 million in fiscal year 2006 to $105.5 million in fiscal year 2014, with the executive budget requesting $133.9 million for fiscal year 2015.

Directs that certified copies be transmitted to the Corporation's Board Chair, all five regional board chairs, the Director of Health, and the Governor.
