Directs the Office of Elections and University of Hawaii System to set up absentee-voting sites on all University of Hawaii campuses in time for the 2014 General Election

Cites Hawaii's low voter participation rates and the particularly low voter turnout among young people as justification for the measure

Notes that absentee voting has been demonstrated to increase voter participation rates

Requires certified copies of the resolution to be sent to the Elections Commission Chairperson, Chief Election Officer, Board of Regents Chairperson, and University of Hawaii Interim President
