Requests the Department of Hawaiian Home Lands to convene a task force to review and make recommendations on resolving user conflicts in Hawaii's harbors statewide.

Task force to be chaired by the Chairperson of the Hawaiian Homes Commission and composed of 10 members including Harbor Masters, state agency administrators, legislative committee chairs, and representatives from the Office of Hawaiian Affairs and Aha Moku Advisory Committee.

Addresses conflicts arising from diverse harbor uses including commercial and recreational boating, fishing, paddling, surfing, swimming, and traditional native Hawaiian cultural practices.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
