Urges the President of the United States and Secretary of Defense to allow military flyovers to honor Armed Forces Day (third Saturday in May), Memorial Day (last Monday in May), Veterans Day (November 11), and the Anniversary of Pearl Harbor (December 7).

States that military flyovers are a sign of honor, respect, and remembrance of armed forces and should be conducted for these nationally recognized holidays regardless of formal request procedures.

Notes that Department of Defense Form 2535 lists Armed Forces Day, Memorial Day, Veterans Day, and Independence Day as eligible uses for flyovers, but does not include sporting events.

Directs certified copies of the resolution to be transmitted to the President of the United States and the United States Secretary of Defense.
