House Resolution 170 expresses support for internal rebuilding, resettlement, and reconciliation efforts within Sri Lanka to ensure lasting peace following the 26-year civil war that ended on May 19, 2009.

Acknowledges the Lessons Learnt and Reconciliation Commission (LLRC) report and Sri Lanka's National Plan of Action, which address investigations into extrajudicial killings, enforced disappearances, demilitarization, political settlement with minority communities, and rule of law reforms.

Recognizes Sri Lanka's progress in demining, rehabilitation of ex-combatants, resettlement of displaced persons, infrastructure improvements in the North and East, and investigations into disappeared persons.

Notes Sri Lanka's strategic importance to the United States as a shipping, technology, and tourism hub with deep-water ports near major shipping lanes, and as a potential partner in counterterrorism and anti-piracy efforts.

Directs transmission of the resolution to the President of the United States, Congressional leaders, Hawaii's Congressional delegation, and Sri Lankan officials including the President, Ambassador, and Consuls General to Hawaii.
