Establishes annual registration and safety inspection requirements for mopeds throughout Hawaii, responding to over 30,000 registered mopeds in the state and an average of five fatalities per year since 2003.

Requests the Director of Customer Services of Honolulu and Director of Transportation of Kauai to establish annual registration and safety inspection requirements for all mopeds as defined under Hawaii law.

Requests the Director of Transportation to establish criteria and procedures for annual safety inspections of mopeds, as required under section 291C-202 of Hawaii Revised Statutes.

Notes that mandatory safety inspections have only been implemented in Maui and Hawaii counties despite legal requirements, while approximately 354 moped-related accidents occurred in 2012.

Directs transmission of certified copies to the Director of Transportation, Director of Customer Services of Honolulu, and Director of Finance of Kauai.
