Urges Hawaiian Electric Companies to establish a pilot project to design, engineer, and implement upgrades to selected distribution circuits that permit two-way power flow at the substation level.

Aims to enable interconnection of substantially greater numbers of residential and commercial solar power systems beyond current capacity constraints on distribution circuits.

Requests Hawaiian Electric Companies to utilize Renewable Energy Infrastructure Program funds to finance the pilot project upgrades.

Directs transmission of certified copies to the leadership of Hawaiian Electric Industries, Inc., Maui Electric Company, Hawaii Electric Light Company, Kauai Island Utility Cooperative, and the Public Utilities Commission.
