Recognizes Hawaiian Nationals as an authentic population residing in the Hawaiian Islands, distinct from the federal designation of "Native Hawaiian."

Affirms that Hawaiian Nationals are citizens of the Hawaiian Kingdom, a nation in continuity under international law, rather than U.S. citizens or residents of the State of Hawaii.

Establishes that Hawaiian National status derives from natural birth, customary law and practice, birth within the Hawaiian Islands, or formal naturalization under Hawaiian Kingdom law.

Acknowledges that international law prohibits coercive assignment of nationality without explicit free, prior, and informed consent, and notes that the U.S. Admission Act does not alter Hawaiian nationality status.

Recognizes the right of Hawaiian Nationals to organize and restore their national government and directs certified copies be sent to the Governor, Attorney General, Hawaii Supreme Court Chief Justice, and county law enforcement and prosecuting attorneys.
