Legislature of Hawaii expresses support for H.R. 1796, the Troop Talent Act of 2013, a federal bill designed to assist military members and veterans in obtaining civilian certifications and licenses.

Act requires military department secretaries to provide information on civilian credentialing opportunities to armed forces members during their military occupational specialty training, including civilian job equivalents, license/certification requirements, and available educational benefits.

Military occupational specialties designated for the pilot program must include those relating to the military information technology workforce.

Requires the Secretary of Veterans Affairs to reestablish the Professional Certification and Licensure Advisory Committee (terminated in 2006) to develop audit guidance for licensure programs and improve outreach to service members and veterans on licensing, certification, and educational benefits.

Directs transmission of certified copies of the resolution to the Speaker of the U.S. House of Representatives, President Pro Tempore of the U.S. Senate, and Hawaii's Congressional delegation.
