Request the Department of Agriculture to extend the use of OvoControl (a Nicarbazin-based contraceptive bait) from feral pigeons to feral chickens in Hawaii.

Authorize the Department of Agriculture to file a Special Local Needs or Section 24(c) registration with the United States Environmental Protection Agency to permit OvoControl use for feral chickens within the State of Hawaii.

Note that feral chickens pose noise nuisance, threaten native birds, and cause destructive problems, while current lethal control methods (trapping, shooting, poisoning) are expensive and temporary as birds rapidly repopulate.

Recognize OvoControl as a humane, reversible, nonlethal alternative that has been approved by the EPA for pigeons and successfully used by businesses in Waikiki.

Direct transmission of certified resolution copies to the Chairperson of the Board of Agriculture, Director of Health, Chairperson of the Board of Land and Natural Resources, and EPA Administrator.
