Request the Hawaii Department of Defense Grants Management Office to apply for an Emergency Management Performance Grant from the U.S. Department of Homeland Security for fiscal year 2014 to fund disaster preparedness planning, supplies, equipment, and shelter facilities improvements for Molokai.

Direct the Hawaii Department of Defense Grants Management Office to work with the County of Maui and Maui Civil Defense Agency to identify and apply for additional federal grants supporting the Molokai emergency disaster preparedness pilot project.

Recognize Molokai's particular vulnerability to natural disasters, noting that 25 of 29 damage cases in Maui County from the 2011 tsunami occurred on Molokai, and acknowledge the island's isolation and rural character as contributing factors.

Transmit certified copies of the resolution to the U.S. Department of Homeland Security Acting Secretary, Hawaii Adjutant General, Maui County Mayor, and Maui County Emergency Management Officer.
