Requests the Governor to ensure that general obligation bonds issued for purchasing conservation easements at Turtle Bay include funding for public school infrastructure improvements in surrounding Kahuku and Waialua communities.

Establishes a direct connection between the State's purchase of Turtle Bay conservation easements and the need for school facility upgrades in the Koolauloa-North Shore area.

References existing State Educational Facilities Improvement Special Fund (established by Act 368, Session Laws of Hawaii 1989) as mechanism for funding school facility improvements.

Directs certified copies of the resolution to be transmitted to the Governor, Superintendent of Education, and the Chief Executive Officer of Turtle Bay Resorts, LLC.
