Encourages the Department of Land and Natural Resources to approve Paradise Park, Inc.'s request to reopen Paradise Park in Manoa Valley as a Hawaiian Cultural Center.

Paradise Park held a 75-year lease since 1966 and operated as a public attraction with exotic birds and botanical gardens from 1968 to 1994 before closing due to economic downturn.

Proposes a three-phase reopening plan featuring zoological and botanical gardens with emphasis on hula-themed gardens, educational programs on Hawaiian culture, and space for resident artists and cultural practitioners.

First phase targeted for completion within 12 months of Department approval, with second and third phases to follow within two to three years.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and Chief Executive Officer of the Office of Hawaiian Affairs.
