Recognizes Captain Ira Barnes Dutton (1843-1931), known as "Brother Joseph of Molokai," as a Civil War veteran and humanitarian who served with the Union Army's 13th Wisconsin Infantry from 1861-1866.

Acknowledges Dutton's conversion to Catholicism at age 40 and his 45-year service beginning in July 1886 at Kalaupapa, Molokai, where he worked alongside Father Damien to care for Hansen's Disease patients and founded the Baldwin Home.

Notes President Theodore Roosevelt's 1908 order for the Great White Fleet to divert course and salute Kalaupapa in recognition of Dutton's humanitarian work.

Urges the National Park Service to relocate Dutton's statue from Saint Joseph Church in Kamalo to the Kalaupapa Peninsula.

Directs transmission of certified copies to the Secretary of the Interior, Director of the National Park Service, and Secretary of the United States Department of Veterans Affairs.
