Urges the President and Congress of the United States to support Taiwan's (Republic of China) participation in the Trans-Pacific Partnership (TPP)

Highlights Taiwan's economic qualifications including being the 18th largest economy globally, the largest semiconductor foundry, and having 35% of its trade with current TPP members

Notes that Taiwan's participation would make it the sixth largest economy in TPP and could generate $78 billion in social welfare benefits for all TPP members according to 2013 research

Emphasizes Taiwan's existing economic agreements with TPP members New Zealand and Singapore, and its full membership in the World Trade Organization and Asia-Pacific Economic Cooperation

Directs certified copies of the resolution be transmitted to the U.S. President, Congress leadership, State Department, Trade Representative, Hawaii's congressional delegation, and Taiwan's Taipei Economic and Cultural Office in Honolulu
