Supports requiring instructional hours to be subject to collective bargaining negotiations between the Hawaii State Teachers Association and the Board of Education.

Notes that Act 167, Session Laws of Hawaii 2010, requires elementary schools to implement 915 student instructional hours and secondary schools to implement 990 instructional hours for the 2014-2015 school year.

Acknowledges that schools have made good faith efforts to implement bell schedules complying with instructional hour requirements but many secondary schools face implementation difficulties.

Expresses concern that schools are counting opening, closing, homeroom, and study hall time as instructional time to meet statutory requirements.

Directs certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and President of the Hawaii State Teachers Association.
