• Request the Chairperson of the Board of Land and Natural Resources to convene and chair a working group to develop means for public access to the Haiku Stairs area.

• Working group must include representatives from state and county agencies, community organizations, and private entities as deemed necessary by the Chairperson.

• Chairperson must report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

• Haiku Stairs is a 3,922-step staircase built by the U.S. Navy in 1942 that has remained closed to the public since 1987, despite its historical, cultural, environmental, and recreational significance.
