Requests the Insurance Commissioner to implement Act 226, Session Laws of Hawaii 2013, which regulates prescription drug benefit plans, health benefits plans, and pharmacy benefit managers.

Notes that section 431R-4, HRS requires prescription drug benefit plans, health benefits plans under chapter 87A, and pharmacy benefit managers to file annual reports with the Insurance Commissioner by March 31 each year.

Requests the Insurance Commissioner to clarify key aspects of Act 226 including standards for retail community pharmacies to be deemed "otherwise qualified" and the form and detail required for the March 31, 2014 report.

Directs the Insurance Commissioner to submit a report to the Legislature no later than twenty days before the 2015 Regular Session detailing efforts and progress made in implementing Act 226.

Identifies uncontained prescription drug costs and loose oversight of pharmacy benefit managers as contributors to rising health care costs and the State's unfunded liability for employee health care benefits.
