Requests the University of Hawaii to affirm its commitment to Title IX and the Violence Against Women Act (VAWA) 2013 and dedicate efforts to ending sexual violence on Hawaii campuses.

Directs the University to meet Title IX mandates by publishing nondiscrimination notices, designating a Title IX compliance coordinator, adopting complaint procedures, implementing education programs, and providing training to staff and students.

Requires the University to formulate campus-specific plans to address gender discrimination and violence, revise policies to comply with Title IX and VAWA, and develop best practices for responding to sexual violence victims.

Mandates the University conduct a study on the prevalence of sexual violence across all University of Hawaii system campuses and identify stakeholders and offices to handle complaints with streamlined policies and procedures.

Requires the University to submit a report on Title IX and VAWA policy status, procedures, staffing, and statistics to the Legislature no later than twenty days before the 2015 Regular Session convening.
