Request an audit of the Hawaii Community Development Authority's method and process for determining infrastructure adequacy for development projects in community development districts.

Audit to include the City and County of Honolulu's role in infrastructure determinations for roadway, water, and sewer capacity.

Investigate the Authority's process for formulating and revising development plans related to infrastructure capacity.

Examine how the Authority and City and County gather, assess, and enforce information on existing and proposed infrastructure location and capacity.

Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
