Encourages the Department of Health to establish a Fetal Alcohol Spectrum Disorder Interagency Coordinating Council within the Family Health Services Division to coordinate information, education, policies, and support services statewide.

Council shall comprise no more than 17 members including at least 3 individuals with fetal alcohol spectrum disorder or their relatives/guardians, representatives from multiple state departments (Health, Education, Human Services), the Judiciary, and Native Hawaiian Health Care Systems.

Council is encouraged to meet at least quarterly and requested to serve without compensation, utilizing cost-efficient means such as teleconferencing when possible.

Council is requested to consider increasing public awareness, expanding identification and intervention capacity, coordinating resources, improving service delivery, developing comprehensive care systems, and creating a statewide strategic plan for prevention and treatment.

Council must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2015 Regular Session.
