• Requests the Hawaii State Energy Office to conduct a feasibility study on creating a publicly funded integrated resource plan to meet the state's electric energy needs.

• Directs the Hawaiian Electric Company, Hawaii Electric Light Company, and Maui Electric Company to cooperate with the Hawaii State Energy Office in performing the feasibility study.

• Requires the Hawaii State Energy Office to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

• Identifies that a publicly funded plan could independently address rapid changes in technology, demand, supply, and provide comprehensive analysis of alternatives with public input, separate from utility-developed plans.
