Requests the Chairperson of the Board of Land and Natural Resources to convene a task force to investigate managed retreat and coastal land acquisition in Hawaii to address beach erosion.

Establishes task force composition of 10 members including representatives from state agencies, all four county mayors' offices, University of Hawaii geology professor, environmental attorney, and a non-governmental land trust representative.

Task force directed to evaluate feasibility of coastal land acquisition to protect beaches, identify appropriate administering agency, and determine funding mechanisms.

Requires task force to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Task force members serve without compensation and task force dissolves on June 30, 2016.
