H.R. 91 - Department of Health; Noise Rules

• Requests the Department of Health to adopt administrative rules regulating noise pollution from household and residential sources above 55 dBA on residential-zoned parcels, excluding permitted projects.

• Directs the Department to consider recorded decibel levels, noise duration, time of day, nature and source of noise, area character, and pollution duration when determining violations.

• Requires the Department to establish a system of citations, fines, or other enforcement actions for violations of the adopted noise pollution rules.

• Expands current regulations that address only certain noise sources to include household items and domestic gardening tools that currently fall outside existing noise restrictions.
