• Requests county councils to hold public informational meetings to educate communities about clean and sober homes and halfway houses operating within their vicinity.

• Encourages county councils to balance community concerns with the needs of individuals requiring support from clean and sober homes and halfway houses.

• Requests county councils to develop monitoring plans to ensure clean and sober homes and halfway houses comply with occupancy and zoning requirements under Hawaii Revised Statutes section 46-4.

• Directs certified copies of the resolution be transmitted to the County Councils of Hawaii, Kauai, and Maui and to the Honolulu City Council.
