Convenes a task force to study the feasibility of establishing a "pay forward, pay back" program at the University of Hawaii that would replace or supplement traditional tuition and fees.

The program model, based on Oregon's "Pay It Forward" pilot, would have graduates make contributions to a state trust fund to support future students' post-secondary education.

Task force to be chaired by the Interim President of the University of Hawaii and include nine members representing the university, student government, state agencies, and legislative committees.

Requires the task force to submit a written report with findings, recommendations, pilot program details, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Addresses concerns about rising college tuition costs, student debt burden (two-thirds of graduates have debt), and income inequality created by unaffordable post-secondary education.
