Commends and supports the Pacific International Space Center for Exploration Systems (PISCES) for collaborative research with NASA and private industry partners (HoneyBee Robotics, Ontario Drive Gear, Shackleton Energy) in basaltic concrete and additive manufacturing.

Recognizes PISCES's global leadership role in developing technologies to manufacture concrete and materials for construction on the Moon and Mars, leveraging Hawaii's volcanic basalt which mirrors lunar and Martian regolith.

Requests state collaboration with PISCES, county agencies, and private industries to explore applications of basaltic concrete and additive manufacturing to reduce Hawaii's dependence on imported concrete.

Notes PISCES is one of four strategic partners selected by NASA to participate in a two to three year funded research program on three-dimensional additive construction using basalt regolith.

Directs transmission of certified copies to the NASA Administrator, Director of the Office of Aerospace Development, and Chairperson of PISCES Board of Directors.
