Amends the definition of "recipient" in Hawaii's records production law to include persons and businesses that have conducted business or engaged in activities in the state from which process was issued, not just Hawaii.

Requires out-of-state criminal process commands for record production to include the applicant's name, office address, phone number, and email; the statute authorizing out-of-state record requests; and the relevant criminal statutes upon which the investigation or prosecution is based.

Limits application of the law to "Hawaii recipients" who are physically present in Hawaii when served with out-of-state process.

Conditions compliance with out-of-state process on the issuing state having a statute that authorizes production of records held by out-of-state persons or businesses.

Takes effect upon approval with no retroactive application to proceedings begun before the effective date.
