Establishes the Legislative Utility Review Task Force to review franchises held by investor-owned electric public utilities to ensure adequate service to the public.

Task force membership includes chairs and vice chairs of the senate and house standing committees on energy/environment and commerce/consumer protection, with senate energy committee chairs serving as co-chairs.

Task force shall review future utility roles, effectiveness in reducing rates and serving customers, grid modernization plans, and the regulatory compact in light of industry changes.

Task force limited to legislative review and recommendations without duplicating powers of the Public Utilities Commission; shall hold public meetings and seek input from the PUC and consumer advocate where appropriate.

Effective July 1, 2030.
