Establishes a statewide Fall Prevention and Early Detection Program within the Department of Health's Emergency Medical Services and Injury Prevention System Branch to coordinate fall prevention efforts for elderly residents age 65 and older.

Requires the program to investigate fall dangers, examine fiscal impacts on Hawaii's medical system, recommend prevention interventions, and enhance public awareness that falls are preventable.

Directs the program to review availability of fall prevention programs, recommend early detection measures for isolated elderly, and expand health professionals' roles in screening and referring elderly to prevention services.

Mandates the Department of Health submit annual reports to the legislature beginning in 2015 describing program progress, fall prevention data, and impacts on the State's medical system and health care costs.

Appropriates unspecified sums from general revenues for fiscal years 2013-2014 and 2014-2015 to establish and maintain the program, effective July 1, 2030.
