Appropriates funds for collective bargaining cost items including salary increases and wage-related costs for bargaining unit (11) for fiscal years 2013-2015, totaling $105,282 (general funds) and $545,821 (special funds) in FY 2013-2014, and $550,106 (general funds) and $2,880,459 (special funds) in FY 2014-2015.

Appropriates additional funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (11), totaling $7,436 (general funds) and $36,863 (special funds) in FY 2013-2014, and $44,185 (general funds) and $225,642 (special funds) in FY 2014-2015.

Appropriates funds for Hawaii employer-union health benefits trust fund costs for bargaining unit (11) members totaling $147,694 in general funds for FY 2013-2014 and $95,956 for FY 2014-2015.

Appropriates $5,724 in general funds for FY 2013-2014 and $4,420 for FY 2014-2015 for health benefits trust fund costs for excluded employees in the same compensation plans as bargaining unit (11).

Directs the Director of Finance to allot funds to appropriate state departments, provides that unencumbered funds lapse on June 30 of each fiscal year, and takes effect upon approval.
